From Permit Application to Safe Piloting: Heron Ensures Compliance and Safe Conduct for Foreign UAV Trial in Singapore
Operating an Unmanned Aircraft System (UAS) for the first time in Singapore’s regulated airspace requires more than technical capability—it demands a deep understanding of local aviation regulations, operational discipline, and an unwavering commitment to safety.
Earlier this month, a foreign UAV company partnered with Heron AirBridge to conduct a Proof of Concept (POC) trial in Singapore—marking the first time their drone was operated beyond their own country.
Given the aircraft’s first-of-type status, the flight clearance process was particularly stringent. Leveraging our regulatory knowledge and operational experience, Heron provided end-to-end support, ensuring the client’s trial was conducted smoothly, safely, and fully in accordance with Singapore’s aviation regulations.
1. Ensuring Regulatory Compliance from the Start

Navigating a new regulatory environment can be daunting—especially in Singapore’s tightly controlled airspace. From the outset, Heron worked closely with the overseas UAV team to understand our local aviation requirements and to set the foundation for safe operations.
We provided comprehensive guidance on Singapore’s unmanned aircraft policies, airspace classifications, and regulatory expectations as set by the Civil Aviation Authority of Singapore (CAAS). More than just explaining the rules, we co-developed a detailed operational concept and safety plan that aligned both with local regulations and the client’s mission goals.
Once the operational scope was agreed upon, we took the lead in preparing and submitting the necessary permits. Through proactive engagement with authorities and streamlined document preparation, we ensured approvals were secured smoothly—keeping the project on track and free from administrative delays.
2. Executing Flight Operations with Professional Oversight
When the foreign UAV team arrived in Singapore, Heron immediately took charge of ensuring the operational phase unfolded without a hitch.
Our support team—comprising a UAPL-certified pilot and a dedicated flight safety manager —conducted detailed briefings and training sessions tailored to Singapore’s regulatory and environmental conditions. This was key in familiarizing the foreign team with both the drone’s functionality and the local operational landscape.

Operationally, Heron managed the entire flight workflow: from pre-flight risk assessments and on-site coordination to mission execution. Our certified pilot led the UAV operations with precision, while the flight safety manager provided real-time oversight, ensuring that all safety protocols and permit conditions were upheld.
This blend of professional expertise and rigorous safety monitoring gave our client the confidence to operate in unfamiliar airspace—knowing that every flight was fully compliant and safely executed.
3. Heron AirBeep-N: Enabling Conformance Monitoring

As part of the POC, Heron took the opportunity to put its AirBeep-N Networked Remote ID (NRID) devices through additional field testing. Functioning similarly to a Centralized Flight Management System (CFMS) tracker, AirBeep-N proved capable in a live operational environment.
Together with the AirBridge Flight Management System, AirBeep-N enabled the operator to designate operational areas and track the drone’s position in real-time—both via the web interface and the AirBridge mobile app. This provided a clear, intuitive view of flight activity, empowering users with instant situational awareness and control.
Test results confirmed the system’s reliability and effectiveness. The combined use of AirBeep-N and AirBridge allowed our flight safety manager to actively monitor flight conformance, ensuring the UAV remained strictly within its approved volume throughout the trial.

This deployment underscored Heron’s commitment to operational safety while also showcasing how our technologies can reinforce regulatory compliance and mission accountability.
Outcome
With Heron’s full-spectrum support, the client successfully completed their POC trial, conducting safe, compliant, and incident-free UAV operations under Singapore’s regulatory framework.
Every flight remained within the approved boundaries, and all mission objectives were achieved on schedule.
